Update : Takhiatash Thermal Power Plant Upgrade


The Takhiatash thermal power plant is to be upgraded to meet rising electricity demand in the western part Uzbekistan. The project will involve building two combined-cycle gas turbine units with a capacity of 230-280 MW, decommissioning old and inefficient power generation units, improving energy efficiency, and increasing power supply to the Karakalpakstan and Khorezm regions.

UzbekEnergo announced in December 2016 that the consortium including the South Korean Hyundai Engineering and Hyundai Engineering and Construction won the tender for the modernisation of Takhiatash Thermal Power Plant (TPP).

The consortium who won the international competition for the project "Construction of two 230-280 MW combined cycle power plants (CCPP) at at Takhiatash TPP" proposed a price of 457 million dollars and a 2.5 year build time. There were a total of 10 bidders from China, South Korea and Turkey. Hyundai winning the tender against strong competition from Turkey (Calik) and several China EPCs.

The project will cost a total of $ 678.2 million funded by a $ 300 million Asian Development Bank loan, US $ 230.7 million from the Fund for Reconstruction and Development of Uzbekistan and the rest from UzbekEnergo’s own funds.
The current capacity of Takhiatash GRES is 730 MW. The first unit was commissioned in 1956, the last (fifth) - in 1967. The power plant provides electricity to the north-west of Uzbekistan- the Republic of Karakalpakstan and Khorezm region.

The Takhiatash TPP is the main source of power supply in the Karakalpakstan and Khorezm regions. In 2012, power consumption in these regions was 2,293 mln. kilowatt-hours (kWh) with maximum load of 466 megawatts (MW). By 2020, the power consumption is expected to exceed 3,620 mln. kWh, with maximum load of 620 MW.

The Russian abbreviation ГРЭС stands for Государственная районная электростанция, or "state-owned district power plant" Over time the abbreviation has lost its literal meaning, and the term refers to a high-power (thousands of megawatt) thermal power station of condenser type. The term TEC or TETs (Russian: ТЭЦ, теплоэлектроцентраль) refers to combined heat and power plants).

ADB issues $150 million USD loan to help deliver reliable power in northwestern Uzbekistan

The Asian Development Bank (ADB) has approved a $150 million loan to expand and modernize the high-voltage power grid in the north-western region of Uzbekistan, including the construction of 364 kilometres of new transmission lines and three substations in Karakalpakstan and Khorezm.
 
Uzbekistan has substantial primary energy resources, with total installed capacity for power generation reaching 13,500 megawatts, of which thermal accounts for 86% and hydro the remaining 14%.

The government has adopted plans to increase energy efficiency, but aging infrastructure results in higher risk of outages, poor service quality, high maintenance costs, and increased transmission losses, all of which constrain economic activity.

To address these problems, the funding will strengthen the regional power transmission network by constructing 364 kilometers of single-circuit 220 kilovolt (kV) overhead transmission lines connecting Takhiatash thermal power plant, Khorezm substation, and Ellikala substation. It will also expand and rehabilitate the existing Khorezm substation, open switchyards in the  Takhiatash thermal power plant, and build a new 500/220 kV substation in Ellikala.

In addition, the project will help state-owned power utility Uzbekenergo boost its own management capacity through much-needed activities such as upgrading system planning and dispatch automation, strengthening assets management, and staff training.

Along with ADB’s loan from ordinary capital resources, the Government of Uzbekistan and Uzbekenergo will provide counterpart support of $105 million. The project will run for nearly 4 years with an expected completion date of end December 2019.

Takhiatash Thermal Power Station Modernisation

Uzbekistan plans to raise a loan of Asian Development Bank (ADB) for about $200 million for a project to modernise the Takhiatash thermal power plant (TPP). The provisional cost of the project is esimated to be $330 million.
 
The government of Uzbekistan and the ADB have reached a preliminary agreement on the financial assistance for the project. In August 2013 ADB provided Uzbekenergo with a grant of $1.2 million for the feasibility study of the project in mid-2013.

Modernization of Takhiatash TPP located in the north-western Uzbekistan, is largely due to the expansion of the oil and gas companies' activities in the development of fields in the Ustyurt plateau.

As part of the modernisation it is planned to install by 2016, two new gas turbines, 140 MW each and construct a cooling tower for two units, 210 MW each. The project will allow to increase plant capacity by 30 percent in addition it will reduce the current discharge of waste water.

Funding is to be provided by the ADB loan funds, the Fund for Reconstruction and Development of Uzbekistan and Uzbekenergo's own funds.

Installed capacity of five energy units of Takhiatash thermal power plant currently is 730 MW. The first unit was commissioned in 1956, the fifth - in 1967. The power plant provides electricity to the north-west of the country the autonomous republic of Karakalpakstan and the Khorezm region.

Uzbekistan gets US$100 million ADB loan for first solar power plant

The Asian Development Bank (ADB) will help Uzbekistan to build a 100MW solar project, the country's first utility-scale solar power plant.

Uzbekistan is to be the first Central Asian country to build a solar power plant in a bid to develop clean energy in the region. 

The installation will be built by the state energy company Uzbekenergo across 400 hectares in the Samarkand region at an estimated cost of over US $300 million.

With 320 days of sunshine per year, Uzbekistan's geography and climate conditions are highly favourable for solar power.

In 2012, the country and ADB opened an international solar energy research facility in Tashkent which the Central Asian country hopes will eventually enable it to become a solar technology exporter. Uzbekistan is aiming to be the region's solar energy hub and leader in solar technology.

ADB will lend US$110 million from its Asian development fund to the ‘Samarkand Solar Power Project’. A further US$200 million of funding is to come from Uzbekistan’s Fund for Reconstruction and Development, and Uzbekenergo, the governing body for supplying electricity in Uzbekistan.

Uzbekenergo, which is responsible for half of central Asia’s energy generation capacity, will manage the solar project and other related facilities. The Samarkand project will take five years to develop and construct, with a completion date of 2019. The project is will be used to promote large-scale solar power in the country. It will also diversify Uzbekistan’s energy mix which is currently heavily reliant on fossil fuels and will aid Uzbekistan’s government target of 21% renewable energy generation by 2031.
